UN Special Rapporteur Pledges Renewed Efforts for Engagement on North Korean Human Rights

SEOUL, South Korea – Elizabeth Salmon, the United Nations special rapporteur on North Korean human rights, has affirmed her steadfast commitment to fostering dialogue and engagement with Pyongyang. This pledge is part of her ongoing efforts to achieve tangible improvements in the reclusive state's widely condemned human rights record. Salmon's commitment was reiterated during her third official visit to Seoul, where she held high-level meetings with South Korean officials, including Second Vice Foreign Minister Kim Jina.

During her discussions in the South Korean capital, Salmon, who assumed the role of special rapporteur in August 2022, underscored the importance of sustained support for initiatives spearheaded by South Korea and the broader international community. These initiatives aim to open channels of communication and encourage North Korea to engage in constructive dialogue on human rights issues, despite the significant challenges posed by the regime's isolationist policies and its consistent rejection of external cooperation in this domain.

The mandate of the U.N. special rapporteur involves investigating and researching the human rights situation within North Korea, subsequently presenting periodic and detailed reports to both the U.N. General Assembly and the Human Rights Council. This role is crucial in maintaining international focus on alleged abuses, which include, but are not limited to, the existence of political prison camps, severe restrictions on fundamental freedoms, pervasive food insecurity, and limitations on freedom of movement and expression, all of which profoundly impact the lives of North Korean citizens.

Salmon's renewed commitment comes at a time of heightened international concern regarding the humanitarian and human rights situation in North Korea. Pyongyang continues its self-imposed isolation and accelerates its nuclear and missile programs, further complicating the international community's efforts to address these critical issues. Following the outcome of her latest visit, Elizabeth Salmon plans to present her annual report to the Human Rights Council in March and subsequently to the U.N. General Assembly in September.
