The photographs, obtained by the Guardia di Finanza (Financial Police), reportedly show politicians, public administrators, and business figures frequenting the €9 million yacht owned by entrepreneur Aldo Spinelli.

Spinelli, who is reportedly under house arrest along with Governor Giovanni Toti on corruption charges, allegedly implemented a strict security protocol for these meetings. Guests were reportedly asked to leave their mobile phones outside the yacht to ensure the absolute confidentiality of their discussions. This practice, coupled with the presence of key figures, including Toti, his predecessor Claudio Burlando, Port Authority President Paolo Signorini, and Genoa Mayor Marco Bucci, has intensified suspicions of illicit dealings occurring away from public oversight.

The investigation centers on allegations that Spinelli, a former president of the Genoa football club, channeled funds to committees associated with Governor Toti over several years. The judiciary is interpreting these payments as potential bribes in exchange for favorable treatment or concessions. One particular photograph allegedly shows Mayor Marco Bucci walking on the yacht, and intercepted phone calls place him in discussions with Spinelli and Toti.

A crucial image, dated December 1, 2021, reportedly depicts mobile phones belonging to Spinelli, his son, and Port Authority President Paolo Signorini, placed aside. This date is significant as it predates the approval of a 30-year extension for the 'Rinfuse' terminal concession, a crucial business interest for Spinelli. Reports suggest that Signorini, who is reportedly the only individual currently held in jail in connection with the case, may have received substantial benefits, including alleged promises or gifts totaling €400,000 from Spinelli.

The clandestine nature of these meetings was further underscored by the use of sophisticated surveillance technology. It is reported that the Guardia di Finanza successfully infiltrated the suspects' mobile phones with spyware ('trojans'), which recorded conversations held during these yacht encounters. These extensive transcripts form a significant part of the evidence compiled by prosecutors, requiring the implicated individuals to provide detailed explanations. The probe aims to unravel the full extent of alleged corruption and influence peddling within the region's administrative and political circles.
